What it does
Analyzes how the project spends tokens and produces a budget plan, a cost estimate, and a diff report showing what changed between prompt versions.
Aimed at the point where model spend stops being a rounding error and starts being a line item somebody asks about.
What it emits
4 artifacts, every run. This list is generated from Iliad's program manifest, which its CI checks against the generators themselves — it is what the program actually writes, not a description of it.
